    Common Declaration of the Foreign Affairs Committees of the Romanian Chamber of Deputies and the National Assembly of the Republic of Bulgaria
    The Foreign Affairs Committees of the Romanian Chamber of Deputies and the Foreign Affairs Committee of the Bulgarian National Assembly have met today in Ruse, Bulgaria and Giurgiu, Romania.

    The two parties express their satisfaction with the excellent level of the bilateral cooperation between Romania and Bulgaria, including the parliamentary dialogue and cooperation.

    Bulgaria and Romania, as partners in the EU and NATO, share common values and challenges and have developed an intense high level political dialogue and an extended bilateral cooperation in fields as economy and commerce, energy, cross-border cooperation, transports, infrastructure, internal affairs, defence, culture and education.

    After their joint accession on 1st of January 2007, Bulgaria and Romania have developed a strong European partnership within the EU in order to promote their common objectives. One of these common objectives is the accession to the Schengen area based on the complete fulfilment of the accession criteria.

    The Foreign Affairs Committees reconfirm the objective of both countries to obtain a decision regarding the accession to Schengen during the Hungarian Presidency in order to accede to the Schengen area in 2011.

    Bulgaria and Romania will continue to cooperate with the other EU Member States and the Hungarian Presidency to achieve this objective. Romania and Bulgaria and other member states are working together in order to ensure the security of the EU external borders and to prevent and block illegal migration. The security of the European citizens represents an important goal for both countries.

    The adoption of a Council decision to join the Schengen area must rely solely on the results of the evaluation process previously developed and be maintained within the existing coordinates at the EU level, in line with the procedural parameters of the previous enlargements.

    Romania and Bulgaria can not agree on expanding the requirements beyond the assessment of the implementation of the Schengen acquis as defined by the Annex II of the Treaty of Accession to the European Union.

    Bulgaria and Romania made significant efforts in the process of technical preparation for accession and the fulfilment of all the technical accession criteria.
