The Bulgarian democracy is a representative form of government, on the basis of which all Bulgarian citizens are entitled to elect their representatives to the National Assembly.
There are 240 Members in the National Assembly, directly elected by the people for a term of 4 years. Members of the National Assembly represent the entire nation and act on the basis of the Constitution and the laws.
What are the functions of the National Assembly?
The basic functions of the National Assembly are to legislate and to exercise parliamentary control. The Parliament has a constitutive function as well. The major function of the National Assembly is to legislate by adopting, amending and rescinding laws. The National Assembly is the sole body vested with legislative authority based on the Constitution and its own internal rules.
The control function of the National Assembly is to exercise oversight of the executive. The MPs contribute to effective work of the Government and state administration by addressing questions and interpellations, and requiring reports as well.
The constitutive function of the National Assembly is to elect, on a motion from the Prime Minister, the members of the Council of Ministers, the President and members of the National Audit Office, the Governor of the Bulgarian National Bank and his/her Deputies, and the heads of other institutions established by a law.
How does the National Assembly work?
According to the Constitution, the National Assembly is a standing body. It works in sessions. There are three sessions annually, followed by three parliamentary vacations during Christmas Holidays, Easter Holidays and Summer Holidays. Members of Parliament work in plenary sittings, Committee and Parliamentary Group meetings, and in their constituencies as well.
During the plenary sessions the National Assembly passes laws, resolutions and declarations, and exercises parliamentary control. Regular plenary sittings are held three days a week. Friday sittings are partly dedicated to parliamentary control of executive.

The National Assembly carries out its functions through the Standing /permanently acting/ and Ad hoc /established on a particular occasion to investigate specific matters/ Committees as well. There are 21 Standing Committees in the 39th National Assembly.
