The Budget and Finance Committee consist of 27 Members of Parliament, including a Chairperson and three Deputy Chairpersons.
In terms of party affiliation, the Members of Parliament are distributed as follows:
Nine from the Parliamentary Group of Coalition for Bulgaria;
Four from the Parliamentary Group of National Movement Simeon the Second;
Four from the Parliamentary Group of the Movement for Rights and Freedoms;
Two from the Parliamentary Group of the United Democratic Forces;
Two from the Parliamentary Group of Democrats for Strong Bulgaria;
Two from the Parliamentary Group of Bulgarian New Democracy;
One from the Parliamentary Group of the Bulgarian People’s Union;
One from the Parliamentary Group of Ataka Coalition; and
Two independent Members of Parliament.

The administration of the Committee consists of a two Chief Expert and a Chief Specialist.

The Committee supports the activities of the National Assembly by examining the government bills, including the bills related to the financial and tax policies as reflected in the state budget adopted on an annual basis.

Bills for which the Budget and Finance Committee is the lead committee:
The Act on the Structure and Content of the State Budget, the State Budget Act of the Republic of Bulgaria, the Public Social Insurance Budget Act, the National Health Insurance Fund Budget Act, the Bulgarian National Bank Act, the National Audit Office Act, the Financial Supervision Commission Act, the Municipal Budgets Act, the Personal Income Tax Act, the Corporate Income Tax Act, the Local Taxes and Fees Act, the Tax and Social Insurance Procedure Code, the Bank Deposits Guarantee Act, the Gambling Act, the National Revenue Agency Act, the Government Debt Act, the Customs Act, the Excise Duties and Tax Warehouses Act, the Accountancy Act, the Value Added Tax Act, the Act on the Internal Audit in the Public Sector, the Public Financial Inspection Act, the Act on the Financial Management and Control in the Public Sector, the Foreign Exchange Act, the Measures against Money Laundering Act, the Additional Supervision of Financial Conglomerates Act, the Duty-free Trade Act, the Act against Market Abuses of Financial Instruments.

As well as bills, the Committee examines the reports on the implementation of the state budget, the public social security budget and the budget of the National Health Insurance Fund, and also the report on the activities and on the budget of the National Audit Office, and other bills for which it is not the lead committee but its opinion is required.
Furthermore, the Committee examines a number of bills related to the ratification of financial agreements and proposals to conduct negotiations with international institutions.
