The current progress under the European Programmes and Projects managed by the Ministry of Regional Development and Public Works has been discussed before the Committee on European Affairs and Oversight of the European Funds

On November 24, Ms. Liliyana Pavlova – Deputy Minister of Regional Development and Public Works, presented before the Committee on European Affairs and Oversight of the European Funds the progress achieved and the current state under the following:

• “Regional Development” Operational Program 2007 – 2013;
• Territorial Co-operation Programmes 2007 – 2013;
• Projects under the ISPA Programme/Cohesion Fund (Regulation 1164/94) in the “Environment” sector, managed by the Ministry of Regional Development and Public Works.

The sustainable pace established in the implementation of the “Regional Development” Operational Program 2007 – 2013 during the last 12 months in the country has been highlighted, incl. the high growth in payments achieved as a result of the serious efforts of the staff in charge of the Operational Programme. The main activities envisaged for support under the Programme in 2011 have also been outlined.



The most important aspects of the process concerning the implementation of the Territorial Co-operation Programmes 2007 – 2013 with the participation of the Republic of Bulgaria have been presented. On the meeting of the Committee on European Affairs and Oversight of the European Funds of November 17, the Drafts of the Ratification Laws on the Memoranda for Understanding between the Governments of the Republic of Bulgaria and the Republic of Turkey and the Governments of the Republic of Bulgaria and the Republic of Macedonia for the implementation of the so called “Bulgaria – Turkey IPA Cross-border Programme” and the “Bulgaria - the former Yugoslav Republic of Macedonia IPA Cross-border Programme” respectively, have been discussed. It is envisaged to have the two Ratification Laws passed through the National Assembly of the Republic of Bulgaria by the end of the year.

Following a review of the current state of the projects funded under the ISPA Programme/Cohesion Fund (Regulation 1164/94) in the “Environment” sector, managed by the Ministry of Regional Development and Public Works, the forthcoming steps towards their conclusion have been marked.


The presentation and discussion of the information on the progress under the Programmes above is a part of the series of hearings before the Committee on European Affairs and Oversight of the European Funds aimed at exerting political control over the activity of the state administration structures engaged in the management of the European funds in the country. The materials and the debates of the meetings will be used in the elaboration of the Interim and Annual Reports of the Committee on the absorption of the EU funds in the Republic of Bulgaria.
