The Committee on European Affairs and Oversight of the European Funds adopted the Annual Report on the absorption of the EU funds in the Republic of Bulgaria in 2010

On January 26, 2011, The Committee on European Affairs and Oversight of the European Funds adopted its Annual Report on the absorption of the EU funds in the Republic of Bulgaria in 2010.
Every 6 months the Committee presents a report on the progress achieved in the EU funds management based on the discussions at the hearings of the Executive Authority representatives on the separate sources of financing.
In the sitting of the Committee on 26 January, 2001, dedicated to the discussion and adoption of the 2010 Annual Report took part the National Assembly Chair Tsetska Tsacheva, the Ambassadors of Hungary and Spain - Judith Lang and Rafael Peydro, the Belgian Embassy’s Charge D’Affaires Katherine Reymakers, the Bulgarian Minister of EU funds management Tomislav Donchev, the Minister of Transport, Communications and Information Technology Alexander Tsvetkov and the Deputy Ministers and Directors of the State administration structures engaged in the EU funds coordination, management and control.
Among the main conclusions of the 2010 Annual Report could be highlighted that:
• Since its assumption of office, the Bulgarian Government has managed to achieve a 10-times growth in the payments under the 7 Operational Programs, co-financed by the Structural and Cohesion Funds of the EU. By June 30, 2009, only 156,7 million leva had been paid out (1% of the total budget available), and by December 31, 2010 this indicator has reached 1,582 billion leva (10,01% of the total budget);
• In 2010 a significant (almost 4 times) growth has been achieved in the payments under the 7 Operational Programs- from 406,7 million leva at the beginning of 2010 the payments reach over 1,582 billion leva at the end of the year;
• By December 31, 2010, over 1/3 of the 2007 – 2013 Programming Period financial resources have been contracted under the 7 OPs, achieving a 55 % growth in contracting in 2010;
• Among the leaders in contracting by December 31, 2010 are Operational Program “Regional Development” (a 1,8-times growth in 2010) and Operational Program “Human Resources Development” (a 2,2-times growth in 2010) and the leaders in payments are Operational Program “Administrative Capacity” (a 1,2-times growth in 2010) and Operational Program “Competitiveness” (a 49-times growth in 2010);
• In 2010, the communication with the European Commission and the International Financial Institutions has been improved. At the same time, the dialogue between the stakeholders at national level has been enhanced in order to increase the efficiency of the programs realization;
• A stable system for coordination and control in the EU funds management has been built and is now functioning. The created in 2010 position- Minister of EU funds management enables the exercising of a stronger direct parliamentary control on the EU funds management process in the country.
The main recommendations of the 2010 Annual Report, presented during the sitting by the Chairwoman of the Committee on European Affairs and Oversight of the European Funds Ms. Monika Panayotova are:
• Unification of the project application and reporting documents;
• Less administrative burden in project reporting. Introduction of on-line project application and progress reporting;
• More focus on the implementation of the project activities, rather than on the forms for project reporting
• Further synchronization of the financial information, generated by different sources (UMIS, Certifying Authority, OP Management Authority);
• Further enhancement of the administrative capacity and limiting qualified staff turn-over within the OP Managing Authorities and Intermediate Bodies on central and local level;
• Overcoming the delay in the OP implementation, generated by the requirements of the Public Procurement Law – measures taken;
• Further improvement of the regulatory framework for the EU Funds management – opportunities for unification
In 2010 the Committee on European Affairs and Oversight of the European Funds has examined the practice in the 27 EU Member States regarding the EU funds regulatory framework and the experience of the Member States which have adopted a special EU funds law /Greece, Denmark, Estonia, Latvia, Slovakia, Finland, Sweden/, incl. its scope and main characteristics.
The Annual Report on the absorption of the EU funds in the Republic of Bulgaria in 2010 was adopted almost unanimously by the members of the Committee on European Affairs and Oversight of the European Funds /only 2 of them voted as abstained/ after a fruitful discussion between the MPs in which the representatives of the State administration structures engaged in the EU funds coordination, management and control also took part.
