DEBATE IN THE BULGARIAN PARLIAMENT ON THE COMMISSION WORK PROGRAMME FOR 2011 WITH EU COMMISSIONER GEORGIEVA

On 4th of February 2011 the Committee on European Affairs and Oversight of the European Funds within the National Assembly of the Republic of Bulgaria held a joint discussion with the parliamentary Committee Chairs and other Members of Parliament on the Commission Annual Work Program for 2011. The main priorities of the Commission Work Program were presented by the Bulgarian EU Commissioner Kristalina Georgieva, responsible for International Cooperation, Humanitarian Aid and Crisis Response. The working session was attended by the Chairperson of the National Assembly – Ms. Tsetska Tsacheva, the Bulgarian Members of the European Parliament as well as representatives of the Council of Ministers.
During her presentation, the Commissioner reiterated the importance of dialogue and team-work between institutions in Europe and at national level in their joint efforts to create work conditions, stimulate economic and intelligent growth and deliver on their promises to Europe’s citizens. Commissioner Georgieva acquainted the Bulgarian Members of Parliament with the main challenges in her portfolio, included in the Commission Work Program for 2011, such as legislation screening in the field of the Civil Protection and Humanitarian Aid.
The Commissioner’s presentation raised a significant interest among the MPs. The discussion that followed focused on the lessons learnt in 2010, the EU preparedness for crisis response and prevention as well as the European Commission efforts to reduce the administrative burden in providing public services.
For the first time the Bulgarian Parliament organized a meeting of such format with the aim to intensify the closer cooperation and open political dialogue with the European Commission, especially in the context of the greater role of the national parliaments after the Lisbon Treaty. The initiative of the Chairperson of the Committee on European Affairs and Oversight of the European Funds Ms Monika Panayotova, was the Annual Working Program of the Bulgarian National Assembly on issues of the European Union for 2011 to be a result of a broad discussion with all stakeholders – the European Commission, the European Parliament, the Bulgarian Government and the National Parliament.
All the participants were convinced that this meeting is a beginning of a tradition for Bulgarian parliament. In conclusion, the Chairperson of the National Assembly expressed her willingness to make the necessary amendments to the Parliament’s Rules of Procedure in order EU Commissioner to have the right to participate in the plenary hall on EU affairs issues.
After the meeting the Bulgarian EU Commissioner was greeted in plenary.
