The Polish Presidency of the EU – presentation of the Program and priorities

At a joint meeting of the Committee on European Affairs and Oversight of the European Funds (CEAOEF) and the Foreign Policy and Defense Committee (FPDC) held on July 14 2011, the Ambassador of the Republic of Poland to Bulgaria His Excellency Mr. Leszek Hensel presented the priorities of the Polish Presidency of the European Union, which started on July 1 2011. The Ambassador of the Republic of Hungary Her Excellency Mrs. Judith Lang and the Ambassadors of the new Trio EU Presidency – His Excellency Mr. Kaare Janson (of Denmark) and His Excellency Mr. Stavros Amvrosiou (of the Republic of Cyprus) also partook in the meeting.
The Chairwoman of CEAOEF Monika Panayotova welcomed the members of the new Trio EU Presidency – Poland, Denmark, and Cyprus, - and apprised the Ambassadors of the Committee’s new practice to review its activities at the end of every EU Presidency. Mrs. Panayotova used the occasion to present the Ambassadors with the first such Review on the Committee’s activities during the Hungarian Presidency of the EU. Her Excellency Mrs. Judith Lang briefly presented the results of the Hungarian EU Presidency under the slogan “a stronger Europe”. Furthermore, she emphasized the significant progress accomplished in the areas of the new economic governance of the EU and the European Semester. In conclusion, Mrs. Lang expressed Hungary’s support for Bulgaria’s forthcoming accession to Schengen and her expectation that this event will take place by the end of 2011. In response, Mrs. Panayotova and Mr. Dimitrov, Chairman of the FPDC, thanked Mrs. Lang for the Hungarian Presidency’s active work as well as for her country’s support for Bulgaria’s accession to the Schengen Area.
In relation to the new Polish Presidency of the EU, Mrs. Panayotova expressed her hope that the fact that both Bulgaria and Poland belong to the Central and Eastern European region and have had similar experiences in their transitions to democracy would play an important role in Poland’s efforts to accomplish its main priorities. Mrs. Panayotova concluded that, within the context of the Hungarian Presidency’s work for “a stronger Europe,” the Polish priorities could be subsumed under three key concepts – “growth, security and openness” implemented in the spirit of a shared European solidarity.
Poland’s Ambassador, His Excellency Mr. Leszek Hensel delineated the activities subsumed under the three main priorities of the Polish Presidency:
• European integration as a source of growth;
• Secure Europe – food, energy, defence;
• Europe benefitting from its openness.
Ambassador Hensel said that Poland strives to adopt an appropriate “policies mix” and that he expects the debates on the new multiannual financial framework of the European Union to be the key challenge of the new Trio Presidency. The Ambassador also expressed his conviction that the new budget of the Union should allow for a high degree of territorial, economic, and social convergence. In conclusion, His Excellency Mr. Hensel assured the deputies that Poland supports Bulgaria’s accession to the Schengen Area and will work actively in this direction.
Mrs. Panayotova thanked the Ambassador for his support, congratulated the country for the priorities it has chosen, and assured Mr. Hensel that CEAOEF welcomes the new Presidency’s decision to select few, but specific priorities. According to Mrs. Panayotova, this new approach facilitates the strategic focus of the Presidency and enhances the achievement of the desired results. In conclusion, Mrs. Panayotova wished good luck to the Polish Presidency and expressed her certainty that Poland’s commitment to a shared European solidarity would be continued by Denmark and Cyprus.
