Meeting of the delegation of the Friendship Group Portugal – Bulgaria at the Portuguese Parliament with representatives of the Committee on European Affairs and Oversight of the European Funds

On the 14th of September 2012 a meeting was held in the National Assembly of the Republic of Bulgaria with the delegation of the Friendship Group Portugal – Bulgaria at the Assembly of the Portuguese Republic, led by its chairperson Miss Anna Mendesh, who is also a Deputy Chairperson of the Committee on European Affairs in the Portuguese Parliament.
The CEACEF Chairwoman Monika Panayotova welcomed her Portuguese colleagues in the Bulgarian Parliament and thanked them for their continuous support regarding Bulgaria’s accession to Schengen. Thus, she pointed out the positive report of the European Parliament from April 2011 concerning Bulgaria’s readiness for accession to the Schengen area, the Rappporteur being the Portuguese MEP Carlos Coelho.
Mrs. Panayotova presented the CEAOEF activities and functions to the guests. An accelerated interest was triggered by the application of the extensive powers of the national parliaments after the Lisbon Treaty, and specifically the subsidiarity control over the EC legislative proposals. In this regard, Mrs. Panayotova presented the subsidiarity control mechanism, implemented by the Bulgarian Parliament, which was put into practice in 2010 and is currently showing good results (the National Assembly has sent to the European institutions over 20 statements in the framework of the political dialogue, incl. on the application of the subsidiarity principle).
Mrs. Mendesh in turn drew the attention to the fact that Portugal has been extremely active in its political dialogue with the EC, and has been ranked first in number of statements. Consequently, Mrs. Mendesh emphasized the importance of the national parliament’s thorough participation in the EU legislative process. She appealed to the national parliaments to perceive their involvement as a tool for influencing the European legislation, rather than a competition for the number of statements drafted. Thus, the participants at the meeting all agreed that this influence can only be achieved when there are tight and close relations between the national parliaments, incl. via the participation of the respective European Affairs committees in the COSAC framework.
Last but not least, both sides shared their support for preserving the importance of the EU Cohesion policy in the new Multiannual Financial Framework, counting the participation in the intergovernmental group “Friends of Cohesion Policy” together with 11 member states. For the causes of the Cohesion policy 2014-2020 programming process, Mrs. Panayotova expressed her belief that along with the physical results obtained by the implemented projects, thorough impact analysis on the effects and the intangible results are needed.
