Intelligent Solidarity and EU Enlargement Policy were discussed during a meeting with Mr. Bernard Kaznyov, French minister on EU Affairs

On 26 October 2012, Ms. Monika Panayotova – Chairperson of the CEAOEF and her colleague Mr. Dobroslav Dimitrov ,Chairperson of the Foreign and Defense Committee met with Mr. Bernard Kaznyov - Minister of European Affairs of the French Republic.
The focus of the workshop was the crisis in the Eurozone and the future of the European project. The participants reached consensus that Bulgaria is moving in the right direction, and Europe can learn from the good experience of the country and set the so-called "intelligent solidarity" - the use of EU funds for reforms, observance of financial discipline and ensuring political and economic stability.

Mr. Bernard Kaznyov in turn focuses on the so-called. "Magic triangle", which consists of the convergence of economic and budgetary policies, solidarity and political union. He was impressed by the results achieved in the macro-economics and the low taxes in Bulgaria and agreed with the statement of Ms. Panayotova that EU funds have equal value for the recipient countries and for the donors. Ms. Monika Panayotova gave an example – the French companies which have invested in Bulgaria.
The donor countries share not only resources but also valuable know-how and ultimately a joint effort to reach an increase of total EU GDP. The Chairperson of CEAOEF added that the debate on the Multiannual Financial Framework 2014 - 2020, should focus on the vision of EC President José Manuel Barroso „not to divide the donors and beneficiaries, but to make a “growth coalition”. That’s because EU funds are tools for achieving the objectives of EU. They are as useful and necessary for "Friends of Cohesion Policy" as for the supporters of "better spending."

In conclusion, Mr. Dobroslav Dimitrov, made two points. First, the EU enlargement policy has a vital role, in terms of ensuring stability in the region. Second, the work for deepening of EU integration should continue.
