CEAOEF unanimously supported the initiative of the Bulgarian EU Commissioner Kristalina Georgieva for the creation of a European Voluntary Humanitarian Aid Corps

At a sitting held on 7 November 2012, the Committee on European Affairs and Oversight of the European Funds (CEAOEF) considered and unanimously supported the proposal for a Regulation of the European Parliament and of the Council establishing the European Voluntary Humanitarian Aid Corps EU Aid Volunteers COM (2012) 514, included as item 46 of the Annual Work Programme of the National Assembly on European Union Issues (2012).
With its statement, CEAOEF welcomes the enhanced commitment of the European Commissioner for International Cooperation, Humanitarian Aid and Crisis Response Kristalina Georgieva to create a legal framework for the European Voluntary Humanitarian Aid Corps. The Bulgarian Parliament through CEAOEF supports the "Volunteers of EU humanitarian aid" as a one-of-a-kind Ambassadors Corps of European solidarity.
In the statement is expressed the position that the Initiative through the provided trainings, internships and gaining informal experience will have a direct effect on the young adaptability to the requirements of the labor market and development of new skills and competencies - essential in the global economy conditions. In this regard, CEAOEF encourage further popularization of the Initiative in the Member States, especially among young Europeans. The Bulgarian Parliament through the Committee declares its readiness to support national initiatives in this direction.
Furthermore, it was reported that the best practices in the humanitarian aid field proposed with the Regulation, could be borrowed by the national voluntary schemes. In this way, a new impetus is given to the development of humanitarian aid culture. This is vital for the Member States in the process of building capacity to participate in humanitarian aid volunteer missions. In this context, opportunities are being encouraged for sharing experience and capacity building through the participation in consortia between organizations from different Member States.
CEAOEF believes that the integrated approach application (thus providing consistency and coherence of volunteer activity at a local, national and European level) will contribute to greater cost efficiency.
In order to provide normal implementation of volunteer activities for the 2014 – 2020 period, the financial package proposed for the Initiative is defined as realistic. Therefore, its amount needs to remain unchanged in the course of the Multiannual Financial Framework (MFF) negotiations.
In the framework of the political dialogue with the European institutions, the statement of the Bulgarian Parliament has been sent to the Presidents of the European Commission and the European Parliament.
