Committee on European Affairs and Oversight of the European Funds presented a Report on the management of the EU funds in Bulgaria, focusing on progress and effects achieved

The Committee on European Affairs and Oversight of the European Funds presented a Report on the management of EU funds in Bulgaria. At the end of the 2007 – 2013 programming period of Cohesion Policy, the Committee has made an initial assessment of the results and effects of the implementation of EU funds in Bulgaria.
Monika Panayotova – the Chair of the Committee outlined the main findings of the report, focusing on the overall progress in the management of EU funds and the impact of the investments with European funds to final beneficiaries through the innovative model "NIE" studying the needs, investments and the effects of EU funds in Bulgaria. Mrs. Panayotova also presented the recommendations of the Committee for the next programming period (2014 – 2020).
The report examines 14 programmes with a total budget of 11.75 billion euro. It points out that the seven operational programmmes have maintained their sustainable contracting and payment ratios. Till October 31, 2012 nearly 95% of the total budget (7.58 billion) have been contracted and 31% of the funds – disbursed. As examples of successful projects under the different programmes, the report outlines stages 1 and 2 of the Sofia subway, an Integrated project to improve the water sector in Hisar, the Southern Arc of the Sofia Ring Road, modernization of equipment in Holcim Bulgaria Pls. and the Information and the administrative center of the National Assembly.
The chairman of the National Assembly of Bulgaria – Mrs. Tsetska Tsacheva commented that the Bulgarian Parliament and especially of the Committee on European Affairs have contributed significantly in terms of “europeization” of the political thinking. She also commented that the Committee is among the best performing in the National Assembly and has demonstrated unbiased approach and dialogue.
“Bulgaria as a new member state of the EU still has to cope with a lot of challenges, but I am absolutely convinced that we can learn from our mistakes in order to achieve better results in future. The year 2013 is a key year and if Bulgaria manages to achieve the EU fund objectives, set for 2012, this will provide a sound foundation for more ambitious plans for the last year of the current programming period.” - added Mrs. Tsacheva.
