DECLARATION
of the National Assembly Regarding a Scandal at the European Parliament Caused by the Bulgarian Observer Dimitar Stoyanov

In pursuance of Article 86 (1) of the Constitution of the Republic of Bulgaria and in connection with a scandal caused by National Representative Dimitar Stoyanov at the European Parliament on 28 September 2006, the National Assembly of the Republic of Bulgaria

DOES HEREBY DECLARE:

The 40th National Assembly of the Republic of Bulgaria strongly condemns the act of the Bulgarian observer at the European Parliament Dimitar Stoyanov, who made insulting remarks in connection with the ethnic origin of the Hungarian Member of the European Parliament Livia Jaroka on 28 September 2006, and his ensuing behaviour. They are a gross manifestation of ethnic intolerance, which is incompatible with Bulgarian tradition and European values.

Such a behaviour is all the more inadmissible since it is exhibited by a Bulgarian National Representative, who has been entrusted with being an observer at the European Parliament. At complete discrepancy with his obligations to contribute to Bulgaria's successful accession to the European Union, by his conduct Dimitar Stoyanov discredits Bulgaria and harms this country’s positions and interests in the European Union.

We express our conviction that this way of thinking and acts of Mr Dimitar Stoyanov are rejected by the enormous part of Bulgarian society and will remain an isolated phenomenon.

The National Assembly rejects this type of political behaviour, which is contrary to the interests of Bulgarian citizens, and declares its determination to oppose such manifestations by all political and parliamentary means.

This Declaration was adopted by the 40th National Assembly on the 6th day of October 2006, and the Official Seal of the National Assembly has been affixed thereto.
