Parliament Adopts Amendments in the Forestry Act Stipulating Fines from BGN 3000 up to 15000 for Violations Regarding Unlawful Changes of Use of Lands Belonging to the Forest Fund of the Country

Parliament adopted amendments in the Forestry Act , stipulating fines from BGN 3000 up to 15000 for violations regarding unlawful changes of use of lands belonging to the Forest Fund of the Country on its sitting, dated April 17th, 2008. The current fine for a similar violation amounts to BGN between 100 and 500. The Act prohibits all real property transactions of forest land, the acquiring, transportation, keeping and processing of timber material without documents proving the legal origin of timber and properties.
The management of the State Forest Fund and its protection will be executed by the State Forest Enterprises. The latter will have the status of business legal entities, owned by the State. A National Fund “Bulgarian Forests” will be established. The Fund will be second level spending of credits from the State budget unit. The credits will be used for investments in the forestry and hunting Enterprises, for the purpose of improving infrastructure, for forestation, supply of equipment, for purchase of forests and lands for the enlargement of the State forest fund.

Members of parliament accepted the annual financial reports for 2004, 2005, 2006 of the National Health Care Insurance Fund.

Three Bills on amendment of the Business Registry Act were approved on first reading. The amendments aim at smoothing the reform in the system of commercial businesses registration.

The National Assembly adopted the amendments in the Liability of the State and Municipalities for damages inflicted on citizens Act and accepted the Annual Report of the Personal Data Protection Commission.

Adopted were also the amendments in the Civil Servant Act as well as The Bulgarian Bank for Development Act.

National assembly discussed a draft resolution on taking note of Work in Fishing Convention N 188 of ILO and the Work in Fishing Recommendation No 199 of ILO adopted at the 96th International Labour Conference of the ILO.
