The resolution gives a green light for the Government to negotiate and sign a Loan agreement with the European Bank for Reconstruction and Development for financing the Social integration project. The loan will amount to 40 million euro and is aimed at early childhood development projects. The funding from the EBRD is to complement the European social funds under the operational program for Human resources development.

The loan will endorse preschool preparatory programs for disadvantaged children. The aim is to provide, on municipal level, financial support, educational, health care and social services to low income families with preschool age children. The requirements for funding are the same as the ones of the European social fund.

Parliament passed the Ratification Bill on the Loan Agreement between Bulgaria and KfW, Frankfurt on Main for 4 million euro for funding investments in small and medium size enterprises in urban and farming districts in Bulgaria, for production and distribution of agricultural products.

MPs deliberated on first reading the amendments in the Witnesses in Criminal Trials Protection Act in order for the latter to conform to the Penal Procedure Code.

The amendments to the Commercial Code discussed foresee the decrease of the initial capital for limited liability and joint stock companies.

The assembly debated on second reading the amendments to the Extradition and the European Arrest Warrant Act. It makes it possible for the European arrest warrant to be sent and received through fax and e-mail.
