"The Future of Belene NPP” - theme of the Round Table held in the National Assembly, organized by the Parliamentary Committee on Economic Policy, Energy and Tourism

"The Future of Belene NPP” was the theme of the round table held on September 29, 2009 in the National Assembly, organized by the parliamentary committee on Economic Policy, Energy and Tourism. Among the forum participants were the National Assembly President Tsetska Tsacheva, the Economy, Energy and Tourism Minister Traicho Traykov, parliamentarians, representatives of the Nuclear Regulatory Agency, the State Energy and Water Regulatory Commission, the NEC, and experts.


At the opening of the discussion, the Chairman of the Committee on Economic Policy, Energy and Tourism, Martin Dimitrov said that one of the main objectives of the round table was to start the debate on the NPP Belene project. Among the issues that should find answer are whether its production would be necessary for internal consumption of electricity or would only be for export, what would be the cost of the project, who would finance it and assume the risk, are there any plans for the installations and when will the latter be built, what will be the price of the electricity produced and whether it will be competitive. Martin Dimitrov said that the safety of the plant should also be a matter of discussion, because of data that the plant will be built in an earthquake-prone area.


The Minister of Economy, Energy and Tourism Traicho Traykov stressed that the decision about the construction of Belene NPP should be based on the economic feasibility of the project.

He pointed that the meeting comes on time, because the decision on Belene NPP, is so important for the Bulgarian economy that should be taken with a broad public consensus. According to him, the key issue for the project’s future is whether it will be profitable for Bulgaria.


Among speakers were the CEO of NEC Georgi Mihov, the representative of the Belene project consultants Bogomil Manchev, the chairman of the Nuclear Regulatory Agency Sergey Tsochev, the State Energy and Water Regulatory Commission member Plamen Denchev and Georgi Angelov of the Open Society Institute.


MP Stoyan Mavrodiev, Deputy Chairman of the Committee on Economic Policy, Energy and Tourism Stoyan Mavrodiev was leading the discussions.
