The National Assembly adopted at its meeting on 18 June 2010, on second reading, amendments to the Physical Education and Sports Act. They envisage that in the future the Minister of Physical Education and Sports will be the one to run the distribution of the Bulgarian Sports Lottery receipts, in consultation with the Minister of Finance. So far the funds spending was approved by the Finance Minister on the proposal of the Minister of Youth and Sports.


The members of parliament agreed to set a sanction of BGN 10 000 to sports federations or national sports organizations that operate without a license. Fine of between BGN 5000 and 10,000 will be imposed on a sports club operating out of a licensed sports organization. It was agreed that licenses issued so far will continue to be in effect until their expiration.

The deputies agreed that the government must prepare and submit in parliament a national strategy for the promotion of the physical education and sports, within six months of the law’s promulgation. The act defines the meaning of a “high caliber/class” sportsman, namely an athlete who has excelled in Olympic Games or European and World Championships.

It was decided funds from the budget to be used by the Ministry of Physical Education and Sports to finance activities related to medical and doping control. The state budget will finance the construction, reconstruction and modernization of sports facilities and sites for social tourism of national significance and such owned by the state or municipalities.

Stoyan Mavrodiev was sworn in as Chairman of the State Financial Supervision Commission.
