Public procurement of services to be awarded for a term of up to 5 years according to amendments of the Public Procurement Act adopted at second reading

At its sitting held onJune 24, 2010 the National Assembly adopted at second reading amendments to the Public Procurement Act providing for awarding public procurement of services for a term of up to 5 years. The so far term has been up to 4 years.

In the form of exception the term could be set at up to 10 years pertinent to services related to bank credits for financing investment projects or EU programs and projects. The M.P.s decided that the procedures under this act shall not be applicable to public procurement in construction, supply and services awarded by bodies and structures of the North Atlantic Treaty Organization (NATO).

The Parliament adopted at first reading three out of the four debated draft amendments to the Agricultural Land Ownership and Use Act. They introduce the right to buy first in favor of leaseholders and tenant farmers under long-term contracts of more than 4 years. With deals involving land from the State Land Fund which do not require assessment based on tax evaluation, the assessment shall be commissioned to an independent assessor by signing a compensation contract under the Public Procurement Act. The amendment also provide for an opportunity within one year after their entering into effect the agricultural lands evaluators to be enlisted in the register of the Chamber of Independent Assessors.

The amendments stipulate that compensations using land from the municipal land funds shall be effected only in the case of municipal sites constructed over the land of former owners.
