National Assembly launches new Parliamentary Information and Administrative Services Center

The new Information and Administrative Services Center of the National Assembly was inaugurated on December 8, 2010, in the lobby of the NA building, located at Knyaz “Alexander I " 1 Square. The Center was established in implementation of the project titled "Modern parliamentary administration in service of society" under contract № 09-31-144 09-31-144 C / 12.06.2009 of the Operational Programme "Administrative Capacity", co funded by the European Union through the European Social Fund.

The Secretary General of the National Assembly Ivan Slavchov presented the results of the project implementation and opened the parliamentary Information and Administrative Services Center. Special guests at the opening were the President of the Parliamentary Assembly of the Council of Europe Mevlyut Cavusoglu, who is on official visit to Bulgaria, and the Deputy Head of the Permanent Delegation of the Bulgarian National Assembly at the Council of Europe’s Parliamentary Assembly (PACE) and also PACE’s Vice-President Mrs. Gemma Grozdanova.


The President of PACE, Mr. Mevlyut Cavusoglu, noted that at present one of the fundamental rights of citizens is namely the right of access to information on the various aspects of social and political life. He added that by providing the citizens of Bulgaria and the media with information through the Center, the National Assembly would contribute to the process of democracy in the country. He expressed gratitude towards the National Assembly’s Secretary Ivan Slavchov for the invitation to attend the opening.


Mr. Slavchov indicated that the Center will provide information and services to citizens, NGOs and legal entities on anything regarding the work of the National Assembly and the MPs. He added that so far the parliament receives on average 150-160 inquiries monthly, but the number is increasing. The Secretary noted that the National Assembly has published on its Internet portal the plenary sittings’ records of the past four parliaments. He added that probably by the end of 2011 the remaining records, starting with the Constituent Assembly in 1879 onwards will be processed and published on the site.


The Information and Administrative Services Center is organized in a way that provides the services connected to the National Assembly, the standing committees and the administration of the parliament at one place.


The Center will accept and register signals, suggestions, inquiries, applications, declarations, petitions, addressed to the National Assembly and will provide information on the work of parliament, parliamentary committees and MPs. It will accept and register applications for access to public information originating from and kept by the National Assembly.


Information e-terminals for public use were placed in front of the Center and at the doors of the National Assembly’s main building. Through the terminals, visitors will have full access to the updated Internet portal of the National Assembly at www.parliament.bg. The updated site contains currently much more information and allows users to file electronically their requests, complaints or proposals and to instantly receive a registration number of the filed material, the ability to follow up on its processing, to subscribe for receiving certain information and watch online plenary sittings.


People with disabilities are provided with access to the Information and Administrative Services Center by using the entrance of the NA, located at Knyaz “Alexander I” 1 Square (across the National Bank), in room № P2 on the ground floor. The special office is supplied with computers and Internet for access to the parliament’s Website. 


The Office of the Information and Administrative Services Center is open for citizens every business day from 9.30 am to 16.30 pm, free of charge and without passes.
