The procedure was stipulated with amendments passed to the Classified Information Protection Act tabled by the Blue Coalition MPs Yordan Bakalov and Vesselin Metodiev. The  bill suggests to drop out of the list the information classified as state secret when special investigative methods were used to collect evidence in criminal cases. The same is to be applied to the data collected through special investigative methods for the purchase and secretly controlled shipments providing evidence in court trials of criminal cases. The purpose of the amendments is to abolish the existing close door court procedure of cases where evidence was collected through special investigative methods. Yordan Bakalov, one of the authors of the bill, explained that close door criminal trials are disapproved by the society and contradict the basic principle of court openness to the public. The law provides enough protection for information containing state secrets.
