The ordinance of the Council of Ministers will determine how different plants and substances will be classified as narcotic and included in the special list. It is deemed that in such a way the new designer drugs, new varieties of which appear constantly, will be easily entered into the list and put under control.

The parliament voted to let the government sign the first loan agreement with the International Bank for Reconstruction and Development for reform in the railway sector. The 2011 – 2013 program for development in the railway sector of Bulgaria foresees the borrowing of three loans from the World Bank, each at the amount of EURO 80 M or 240 M in total. The first tranche of 80 M Euros will be used to pay off overdue debts towards suppliers, banks and other creditors of the National Railway Infrastructure Company and for railway locomotives and cars repairs. The financial assistance of the World Bank will be carried through a state loan for structural adjustment.
