Legislative activity
According to the information prepared by the parliamentary Press Service and Legal Affairs Directorate since the beginning of its mandate the 41st National Assembly has adopted 352 laws, 303 decisions and 6 declarations.
The parliament has held 279 plenary sittings, including 18 extraordinary.
The 41st National Assembly has received 561 draft bills, 319 of which moved by the Council of Ministers. In the period between 14 July 2009 and 28 June 2011, 404 decisions were submitted, 359 initiated by members of the parliament. In the said period 118 draft addresses and declarations were considered.
During its Sixth session the 41st National Assembly has passed 48 laws, 47 decisions and 1 declaration. During the Sixth session, dated 2 May to 28 June 2011, 77 draft bills were filed, 41 tabled by MPs and 36 by the Council of Ministers. During this session 78 draft decisions were moved, 67 of which proposed by members of the parliament. In the said period 3 draft declarations were submitted to the National Assembly. It has held 39 plenary sittings, including 2 extraordinary ones.
Parliamentary control
So far at the 41st National Assembly a total of 1983 questions were put forward, as well as 366 interpellations. 851 questions and 31 interpellations were answered in written, while 1712 questions and 282 interpellations received an oral answer. 77 questions and 11 interpellations were withdrawn.
During the sixth session, debates on interpellations were held on 5 occasions. 3 no-confidence motions against the Cabinet were voted down. The number of hearings held during the period is 3. Reports on 63 hearings held by the parliamentary committees were distributed to the MPs.
The distribution of questions forwarded by parliamentary groups is as follows: PG of PP GERB – 98 questions and 27 interpellations; PG of Coalition for Bulgaria – 948 questions and 189 interpellations; PG of Movement for Rights and Freedoms – 73 questions and 14 interpellations; PG of Ataka PP– 261 questions and 40 interpellations; PG of the Blue Coalition – 494 questions and 37 interpellations; PG of Law, Order, Justice – 21 questions and 5 interpellations and 74 questions and 54 interpellations on the part of the independent MPs.
Prime minister Boyko Borisov had answered 49 questions and 45 interpellations. The highest number of questions (241) was tackled by the minister of regional development and public works Rosen Plevneliev, followed (213) by the minister of agriculture and food Miroslav Naidenov, the minister of economy, energy and tourism Traycho Traykov (197), the deputy prime minister and minister of finance – 185. The deputy prime minister and interior minister Tsvetan Tsvetanov had provided information on 167 questions and interpellations, the minister of health Stefan Konstantinov on 121, the minister of environment and waters Nona Karadzhova 113, the minister of labor and social policy Totyu Mladenov 102. The minister of defense Anyu Angelov had answered 39 questions, the minister of foreign affairs Nikolay Mladenov 45, the minister of justice Margarita Popova 62, the minister of education, youth and science Sergey Ignatov – 94. The minister of culture answered 59 questions and interpellations, the minister of European funds management Tomislav Donchev 18, the minister of transport, information technologies and communications Ivaylo Moskovski 5, his predecessor Alexander Tsvetkov 76 respectively. The minister of physical education and sports Svilen Neykov had replied to 14 questions and interpellations.
Parliamentary members most active in raising questions and interpellations were Ivan Nikolaev Ivanov – 184; Vanio Sharkov 121; Lutchezar Toshev – 100; Kornelia Ninova 93; Yane Yanev 87, Maya Manolova 84; Anton Kutev 73; Petar Korumbashev 70; Meglena Plugchieva 69; Mihail Mikov 68.
In the course of the sixth session of the 41st National Assembly (02/05/2011 – 28/07/2011) the number of questions put forward was 313 and 49 interpellations; one debate on interpellation has been held, two no-confidence motions against the government were rejected and 8 reports of hearings held in the committees distributed to the deputies. 218 questions and 28 interpellations received answers.
During the sixth session of the 41st National Assembly the GERB PG has raised 24 questions and 1 interpellation, the PG of Coalition for Bulgaria – 143 questions and 38 interpellations, the Movement for Rights and Freedoms PG – 11 questions and 2 interpellations, the Ataka PG 51 questions and 3 interpellations, the Blue Coalition PG 63 questions and 2 interpellations, independent MPs 17 questions and 4 interpellations.
Prime minister Boyko Borisov responded to 14 questions and interpellations during the sixth session. The highest number of answers provided belongs to Rosen Plevneliev – minister of regional development and public works (35 questions and interpellations), followed by the minister of economy, energy and tourism Traycho Traykov (29), the deputy prime minister and interior minister Tsvetan Tsvetanov (28), the deputy prime minister and finance minister Simeon Dyankov (25), the minister of agriculture and foods Miroslav Naidenov (23 questions and interpellations) and finally the minister of health Stefan Konstantinov – 21 questions and interpellations.
