Parliament has adopted the 2012 State Budget Act at second reading

The National Assembly has passed the 2012 State Budget Act. The revenues set in the budget amount to BGN 17 029 228 100. The expenditures, transfers and annual contribution of Bulgaria to the EU budget amount to BGN 18 585 953 400. The expenditures are envisaged to be BGN 7 926 150 500, the net amount of transfers BGN 9 764 067 600, the payment to the EU budget BGN 895 735 300. The balance of the 2012 state budget is negative by BGN 1 556 725 300. The budget revenues from taxes are planned at BGN 15 388 000 000 – BGN 1 474 900 000 from corporate taxes, BGN 2 236 490 000 from natural persons’ income taxes, BGN 7 100 000 000 from value added taxes (VAT), BGN 4 130 000 000 from excise duties and BGN 120 000 000 from customs duties and taxes. The current expenses in the next year budget are set at BGN 6 822 508 000 and capital expenditures at BGN 949 260 600. An increase of the reserves at the amount of BGN 35 381 900 is envisaged. The allocation of the transfers is as follows: BGN 2 159 613 500 to local governments (municipalities); BGN 4 587 603 200 to the State (Public) Social Security; BGN 946 526 000 to the National Health Insurance Fund. The budget transfer for the Judiciary is planned to be BGN 260 000 000. The allocation to the budget of the National Assembly is BGN 50 813 000 000.


The state subsidy for the Bulgarian National Television for 2012 is BGN 67 114 000; for the Bulgarian National Radio BGN 42 079 000. The budget allocates for the first time separate funds for the Bulgarian Telegraph Agency at the amount of BGN 4 185 000. The state schools for undergraduate, graduate and postgraduate education will receive BGN 345 244 900; the Bulgarian Academy of Sciences (BAS) BGN 62 130 100. The subsidy to the State Fund “Agriculture” is BGN 601 611 900. Between the two readings of the 2012 draft budget the BAS subsidy was increased by BGN 5 M at the expense of the previewed current (operational) expenditures.


The whole amount of transfers to the municipalities for expenditures for the delegated by the state activities is BGN 1 834 711 000. The distribution of transfers is as follows: BGN 240 640 000 for equalization subsidy; for winter management and snow removal of municipal roads BGN 14 052 500; for capital investment expenditures BGN 70 210 000 comprising BGN 42 500 000 for the construction and repair of municipal roads. The annual subsidy to the municipalities is disbursed at each trimester of the year: in the first 30 %, in the second 25%, in the third 20% and in the forth 25%. The equalization subsidy  is appropriated at 50 % till 31 January 2012 and the remaining 50% till June 31, 2012.


The 2012 state budget has increased by BGN 1 million the subsidy of the Commission for Establishing of Property Acquired from Criminal Activity on the proposal of the MP Yane Yanev. The additional funds will come at the expense of the Committee for disclosing the documents and announcing affiliation of Bulgarian citizens to the State Security and the intelligence services of the Bulgarian National Army and the Commission for Protection against Discrimination’s budgets. Thus the subsidy is to be BGN 6 145 000. The deputies decided also to increase  the subsidy of the Commission on Prevention and Disclosure of Conflict of Interests. The subsidy previously BGN 1 million has become BGN 1, 5 million. The proposal came on the part of Krasimir Tsipov, deputy chairperson of the parliamentary Anti-Corruption, Conflict of Interests and Parliamentary Ethics Committee and member of the political party GERB parliamentary group. The budget allocated to the Council of Ministers is BGN 51 806 000.

The ministries with the highest budgets next year: the Ministry of Defense – BGN 950 240 400; the Ministry of Labor and Social Policy BGN 925 060 800; the Ministry of the Interior BGN 898 000 000; the Ministry of Education, Youth and Sports BGN 814 192 800. The Ministry of Health’s budget for 2012 will be BGN 331 885 000, the Ministry of Culture receives BGN 117 903 100. The State Agency for National Security will receive BGN 75 176 000 in 2012. A sum of BGN 4 136 000 is allocated to the Office of the President of the Republic of Bulgaria.
