The contract stipulating the general conditions for the provision of mobile telephone services to the public between the operator and the subscriber enters into force after seven days of its signing, unless the subscriber had not explicitly agreed to its immediate implementation. This amendment was adopted by the deputies at the second reading of the bill amending the Electronic Communications Act. In the course of the 7 days following the signing of the contract the subscriber has the right to cancel it unilaterally without having to pay penalties. The parliament decided also that if changes in the general conditions of the service contract are introduced at the initiative of the operator the subscribers could withdraw from the contract within one month term without sanctions.
A fine of BGN 5000 to 60 000 could be imposed to mobile operators not conforming to the rules for telephone number transfer (switch) to other mobile operators. Deputies interrupted the debate on the amendments of the Electronic Communications Act before the final vote in order to proceed to the election of members of the Supreme Judicial Council’s Inspectorate.
