The Bulgarian Parliament has ratified unanimously the UN Convention on the Rights of Persons with Disabilities. The convention was adopted on December 13th 2006 by the United Nations Organization and has entered into force on May 3rd 2008. Bulgaria has signed the Convention on September 27th 2007 and its Optional Protocol on December 18th, 2008 assuming the obligation to ratify it.  The Convention represents a new legal instrument, which clearly and unambiguously defined the obligations, the mechanisms and the minimum of measures the member-countries should undertake to ensure equal rights to its disabled citizens. For the first time the convention defines who is a disabled person, based on social approach, not medical. According to this approach people with disabilities should not be perceived as targets of donations, medical care and social assistance but as equal to others, deserving respect and equality. The Minister of Labor and Social Policy Totyu Mladenov noted that in 6 months he will propose to the Council of Ministers a 2 year plan for the application of the convention in our country.
