Information about the legislative and parliamentary control activity of the 41st National Assembly


Legislative activity

According to the information prepared by the parliamentary Press Service and Legal Affairs Directorate, since the beginning of its mandate the 41st National Assembly has adopted 479 laws, 458 decisions and 10 declarations. The parliament has held 411 plenary sittings, including 31 extraordinary.
The 41st National Assembly has received 843 draft bills, 447 submitted by the Council of Ministers.In the period between 14 July 2009 and 26 July 2012 some 586 draft decisions were submitted to the parliament, 511 of them initiated by members of parliament, as well as 27 draft addresses and declarations.

During its Ninth Session the 41st National Assembly has passed 49 laws, 38 decisions and 2 declarations. During the Session - 23 April to 26 July 2012, 70 draft bills were filed, 33 proposed by members of parliament, 37 by the Council of Ministers. During this Session 57 draft decisions were submitted to the National Assembly, 51 proposed by deputies. In this period 4 draft declarations were tabled. The parliament has held 39 plenary sittings including 9 extraordinary ones.

Parliamentary control

Until June 26th 2012, 3171 questions and 579 interpellations were forwarded by the 41st National Assembly. 1410 questions and 49 interpellations were answered in written, 1761 questions and 530 interpellations received an oral answer. The total of 2726 questions and 418 interpellations received answer; 127 questions and 24 interpellations were withdrawn. In this period were held 11 debates with regard to interpellations, 4 motions of no confidence were rejected, 5 hearings were held, 87 reports on hearings held in the committees were completed and distributed to the parliament.

Since the beginning of the mandate the PG of political party GERB has put forward 145 questions and 40 interpellations, the PG Coalition of Bulgaria 1643 questions and 339 interpellations, the PG of Movement for Rights and Freedoms – 119 questions and 21 interpellations. The parliamentary group of the Blue Coalition has raised 691 questions and 54 interpellations, the PG of Ataka – 381 questions and 49 interpellations, the Law, Order and Justice PG 21 questions and 5 interpellations, the independent MPs 146 questions and 72 interpellations.

Prime Minister Boyko Borisov had answered the total of 69 questions and 59 interpellations. The Minister of Agriculture and Foods Miroslav Naidenov had replied to the highest number of questions (357), the Vice Premier and Minister of Finance – 321, former Minister of Economy, Energy and Tourism Traycho Traykov – 267. The Vice-Premier and Minister of the Interior Tsvetan Tsvetanov has provided information to 262 questions and interpellations, while Rosen Plevneliev in the capacity of Minister of Regional Development and Public Works to 242 questions and interpellations, present ministers Lilyana Pavlova to 127 and Delyan Dobrev to 53. The Minister of Health Desislava Atanasova has provided information on 43 questions and interpellations, her predecessor Stefan Konstantinov on 170. The Minister of Labor and Social Policy Totyu Mladenov has answered 163 questions and interpellations, Minister of Environment and Waters Nona Karadzhova 169, the Minister of Education, Youth and Science Sergey Ignatov 150, Minister of Defense Anu Angelov 85, Minister of Foreign Affairs Nikolay Mladenov 85, Minister of Justice Diana Kovacheva 30, Margarita Popova as former minister of Justice 63. The Minister of Culture Vejdi Rashidov has supplied information on 78 questions and interpellations, the Minister of European Funds Management Tomislav Donchev on 38, the Minister of Transport, Information Technologies and Communications Ivaylo Moskovski – 73, his predecessor Alexander Tsvetkov – 76. The Minister of Physical Education and Sports Svilen Neykov answered 27 questions and interpellations.
Members of parliament who raised the greatest number of questions and interpellations are as follows: Ivan Nikolaev Ivanov – 272; Dimcho Mihalevski – 188, Kornelia Ninova – 168; Maya Manolova – 165; Vanio Sharkov – 157; Yane Yanev – 121; Latchezar Toshev – 120; Anton Kutev – 119; Petar Korumbashev – 112; Mihail Mikov – 112.

During the Ninth Session of the 41st National Assembly (since 23/04/2012 to 26/07/2012) 370 questions (enquiries) and 58 interpellations were forwarded, one censure motion was rejected, one debate over an interpellation was held, as well as one hearing, 10 reports of hearings held in the committees were drawn and distributed. 254 enquiries and 25 interpellations received answers.

During the session, the PG of GERB Political Party has raised 10 questions and 6 interpellations, the Coalition for Bulgaria PG – 228 questions and 40 interpellations, the Movement for Rights and Freedoms PG 14 questions and 4 interpellations, the Blue Coalition PG – 53 and 4, the Ataka PG – 21 questions and 3 interpellations, the independent members of parliament – 39 and 3.

Prime Minister Boyko Borisov has responded to 11 enquiries and interpellations during the session. The highest number of enquiries, interpellations and information has been provided by Finance Minister Simeon Djiankov – 36, Minister of Regional Development and Public Works Liliana Pavlova - 34 enquiries and interpellations, Minister of Agriculture and Foods Miroslav Naidenov – 30, Vice Premier and Minister of the Interior Tsvetan Tsvetanov – 27 questions and interpellations, Minister of Economy, Energy and Tourism Delyan Dobrev – 26 and Minister of Health Desislava Atanasova 19 questions and interpellations.
During the 9th session Dimcho Mihalevski was the deputy who raised the most questions and interpellations – 84, followed by Ivan Nikolaev Ivanov – 33, Maya Manolova – 27, Kornelia Ninova – 26, Dimitar Karbov – 18, Angel Naidenov – 14.
