Parliament adopts Rules of Procedure for nomination and election of judges of the Constitutional Court on the quota of the National Assembly

The National Assembly has adopted rules of procedure for the nomination and election of judges to the Constitutional Court on the quota of the parliament. The Committee on Legal Affairs proposed the election of the two judges on the parliament’s quota to be held on October 31st, 2012.


Candidates for judges should be nominated by members of the parliament in the period as of September 27th to October 10th 2012. The proposals should be submitted in written. The proposals, together with the candidates’ documents will  be published in 3-day term after their reception on the Internet site of the National Assembly, where a special link covering the election procedures for Constitutional Court’s judges is to be put in place.


The candidates will undergo an open public hearing before the Legal Affairs Committee of the National Assembly, which will be broadcast live through the special link on the website site of the parliament. The casting of votes in the plenary will be held through the computerized system. For elected candidates should be considered these two who have received the highest number of votes of the present in the plenary hall members of the parliament(absolute majority). The election will be broadcast live on the National Radio and Television and on the special Internet site of the parliament.


When two candidates receive an equal number of the required votes they will be put to a separate vote. Elected will be the candidate or candidates who receive the higher number of votes of the present in the chamber members of parliament by absolute majority. If needed, another third voting will be held until all places on the quota of the National Assembly are filled in.
