A fine from BGN 1000 to 5000 for a contracting authority, which has not fulfilled its obligation to provide everything that is necessary for the start of the building works is envisaged by the amendments passed by the parliament with the second reading of the Spatial Development Act. The proposal made by the movers to double the amount of the fine to BGN 5000 – 10 000 for officials who have not fulfilled or have not fulfilled properly the duties entrusted to them by this law, or the acts for its application, or of  all other existing rules and regulations or mandatory recommendations based on the latter related to the design of and the construction works of a building was rejected The bill has introduced a fine of BGN 100 to 300 for a contracting authority who fails to request a technical passport of the building to be drawn in the terms previewed by the law.  The amendments foresee a fine of BGN 5000 to 30 000 for the manufacturer of construction materials not conformant to the standard requirements. The deputies have given to the head of the Directorate for National Construction Supervision the power to stop the execution and the access to the construction site of first to third category buildings, if the works are done without the necessary permit or in a considerable deviation of the granted permit, as well as in cases when construction materials not conformant to the required are used. The right to halt construction works from third to sixth category construction sites was given to the municipal and borough mayors or to the persons authorized by them.
