The National Assembly President Tsetska Tsacheva had  received the answer of the President of the Parliamentary Assembly of the Council of Europe (PACE), Mr Jean-Claude Mignon, to her invitation for observers of PACE to visit Bulgaria in connection with the national referendum to be held on 27 January 2013. In his reply from 10 January 2013 Mr Jean-Claude Mignon explains that observers of PACE are not going to participate and follow up the conduct of the late, as this is only done in certain situations.

In her invitation, dated 18 December 2012, the Chair of the Parliament explains that according to a decision taken by the National Assembly on 24 October 2012 and promulgated in the State Gazette on 30 October 2012, the President of the Republic of Bulgaria had set down the date for the conduct of a national referendum to answer the question: “Is the Republic of Bulgaria going to develop its nuclear energy through the construction of a new nuclear power plant?”
