Bulgarian citizenship through naturalization would be granted to a person who had had a permanent resident status for not less than a year, received on the base of an investment higher than BGN 1 million he/she made in the capital of a Bulgarian company, engaged in an investment project of high priority. This was decided with the amendments passed at the new reading of the Investment Promotion Act which was previously vetoed by the President of Bulgaria, Rosen Plevneliev.

Bulgarian citizenship could also be obtained by a foreigner who had had permanent residency in the country for longer than one year, throughout which the investment made and the jobs created by the investor were constantly maintained at the level necessary for investment certificate class B.

A foreigner who had been granted permanent residency and is residing in the country for longer than one year after that, for an investment he/she had made of no less than BGN 500 000, and continues to conform to the requirements, has the right to apply for Bulgarian citizenship. The MPs have decided also that a residence permits for longer periods of time could be obtained by foreigners who have invested in the purchase of real estate of more than BGN 600 000, or the foreigner is owner of more than 50 per cent of the capital of a company which had acquired real estate ownership in Bulgaria at that amount of money. The foreign natural person investor in a legal entity, should have paid the whole amount of the purchase to an account opened in a licensed Bulgarian credit institution towards the date of the application for a longer residency permit. If the real estate had been purchased with a loan, the unpaid portion of the loan should not not exceed 25 %. A permit for longer residency could be obtained by foreigners who have invested in economically depressed  parts of the country through investing at least BGN 250 000 in the capital of a Bulgarian company, on the condition that the foreign person owns not less than 50 % of the capital of the company.  The money should have been invested in the purchase of new tangible or fixed assets and in the opening of at least 5 jobs for Bulgarian citizens. Permanent resident status would be granted to foreigners who had invested not less than BGN 500 000 in the capital of a Bulgarian company on the condition that the foreigner owns or is a shareholder with registered shares of at least 50 % of the capital of the company, the investment had been used for the purchase of new tangible or fixed assets valued at no less than BGN 500 000 and 10 jobs for Bulgarian citizens were created.
