National Assembly President Mihail Mikov met with nationally representative employers' organizations
12/06/2013
The President of the National Assembly Mihail Mikov met with nationally representative employers' organizations. The talks, which involved the Minister of Labor and Social Policy Hasan Ademov, were focused on the need for amendments to the Law on Public Disclosure of Senior Government Officials.

In a statement given after the meeting, the National Assembly President noted that the changes, adopted at the end of the 41st National Assembly amidst strong pre-election populist moods, have made the employers leave the National Council for Tripartite Cooperation. In his view, that was not an act of boycott but rather a signal for unreasonable legislative decisions. According to Mihail Mikov, changes are needed to the law not only in terms of employers' organizations, but for other categories as well.
The Speaker of Parliament announced that as early as next week there will be consultations with the parliamentary groups in order to bring the law within reason. Mihail Mikov will hold a meeting with the President of the Court of Auditors to discuss the obligation of candidate MPs to declare their assets. In his words, the two will consider how the law is applied, what are the consequences caused by the increase in the range of liable persons that blurs liability by not distinguishing who is with the Executive, who can pursue dispositive actions and who falls within the scope of the law.

The National Assembly President expressed hope that the changes would be quickly prepared and approved by parliament, and explained that this will be a legislative initiative of MPs to avoid the more complex procedure when the importer is the Council of Ministers.
The Chairman of the Board of the Association of Industrial Capital in Bulgaria Vasil Velev expressed gratitude for the meeting that in his words had the purpose to reconnect the National Council for Tripartite Cooperation. He stressed that the employers’ organizations did not sabotage the work of the Council as their experts participated in the consultations.

Vasil Velev defined the amendments to the law adopted at the end of the mandate of the 41st National Assembly as expressly populist and inconsistent with the European legislation and the practice not only in the European Union but in the whole world.
