The specialized "Technical operations" directorate to be dissociated from the Ministry of Interior and turned into an agency under the Council of Ministers. This is provided for in the amendments to the Special Intelligence Means Act, adopted by the Parliament at first reading. The proposed amendments to the Act are submitted by MPs from the Coalition for Bulgaria and MRF. 115 MPs voted for the amendments with 81 against. The new State Agency "Technical Operations" (SATO) will deal with the specialized wiretapping and tracking activities, eligible under the SIM Act. The Chairman of the Agency will be elected by the National Assembly at the proposal of the Prime Minister. His term of office will be four years.

The proposed changes foresee the introduction of  a mechanism for monitoring of SIM implementation through the budget. The funding of the provision and application of special intelligence means by SATO for each individual case will be secured by the authority that has requested their use. The National SIM Control Bureau will be reinstated as an independent and effective instrument for control over all activities related to the application of special intelligence means, according to the importers. The National Bureau shall consist of five members to be elected by the National Assembly for a five year term.

The Parliament adopted at first reading the proposal for dropping-out the option grant money from the state to follow the MPs, even when they leave their parliamentary group. The lawmakers approved at first reading two bills on amendments to the Law on Political Parties – the bill of the PG of Coalition for Bulgaria and the bill of the PG of Ataka.

The Parliament ratified the amendments to the Memorandum of Understanding between the Government of Bulgaria and the World Bank for partnership and technical support for the implementation of the structural instruments of the European Union.
