On its sitting held on 17 July 19, 2013the Ad-Hoc Committee set up to draft the new Election Code has discussed what rules to establish in order to provide equality for all candidates running for election in the media refection of their campaigns.
The chair of the committee Maya Manolova has acquainted the attending media and meda organizations’ leaders and representatives with some of the ideas proposed by the citizens’ organizations and the six decisions prepared on the base of these proposals by the committee. The first proposes that the Bulgarian National Radio and Television channels should reflect for free the campaigns of all candidates in the elections, except clips containing political advertising. Other media service providers could also allocate free time and place to the candidates. The second proposal is to set precise definition of what is “political advertising”. The third proposal is for every paid media material to bear the inscription “Paid material”. The forth proposal is to review all forms of election campaigns held in the media such as: clips, chronicles, disputes; to probably abandon the use of chronicles or at least to restrict them as much as possible. All members of the committee agreed on the need to create firm and clear rules for the media in order to ensure that all candidates are equal in their media campaigns’ reflection.
