SINCE THE BEGINNING OF ITS MANDATE THE 42ND NATIONAL ASSEMBLY HAS ADOPTED 23 LAWS AND 89 DECISIONS

Information on the legislative and parliamentary control activity of the 42nd National Assembly in the period 21 May- 2 August 2013

Legislative activity

During its first session the 42nd National Assembly has passed 23 laws and 89 decisions. This information has been prepared by the parliamentary Press Center and the Directorate on Legal Affairs of the National Assembly.

During the session lasting from 21 May to 2 August 2013 in the parliament were submitted 66 draft bills, 49 of which moved by members of the parliament. In the same period 106 draft decisions, 97 authored by deputies were proposed to the parliament.
Among the laws passed in the period, are amendments to the Energy Act, the Employment Encouragement Act, the Youth Act, the Additional Control of Financial Conglomerates Act, the Spatial Planning Act, the 2013 State Social Security Budget Act, the Political Parties Act, the State Agency for “National Security” Act, the Criminal Procedure Act, the Special Surveillance Means Act, the Public Disclosure of Assets of High Level Public Officials and Officials of the Private Sector. Lawmakers have also decided supplementations to the Local Taxes and Fees Act, to the Veterinary Medicine Act, to the Corporate Income Tax Act. The deputies have updated the 2013 State Budget Act.

Parliamentary Control

From 30 May till 1 August 2013 the 42nd National Assembly has received 174 questions and 39 enquiries from deputies addressed to members of the Cabinet of Plamen Oresharski. 101 questions and 21 enquiries received answers.

During the powers of the caretaker government, from 21 May to 29 May 2013, there were 10 questions and 5 enquiries filed in the NA.
9 questions and 5 enquiries were put forward by lawmakers of the PG Coalition for Bulgaria, 1 question by PG of Movement for Rights and Freedoms.

In the time frame between 30 May till August 1, 2013 the PG of Citizens for European Development /GERB/ have asked 28 questions and 12 enquiries; Coalition for Bulgaria – 108 questions and 24 enquiries, the PG of Movement for Rights and Freedoms /MRF/ – 13 questions and 2 enquiries; the PG of Ataka Party – 25 questions and 2 enquiries.

Prime Minister Plamen Oresharski has answered 4 questions and enquiries, Vice-Premier and Justice Minister Zinaida Zlatanova – 3 questions and enquiries, Vice-Premier and Interior Minister Tsvetlin Yovchev – 4 questions. Foreign Minister Kristian Vigenin have replied  to 4 questions and enquiries, Finance Minsiter Angel Naydenov – 3 questions, Economy and Energy Minister Dragomir Stoynev – 11 questions and enquiries. Labor and Social Policy Minister Hassan Ademov have replied to 8 questions and enquiries asked by deputies, Agriculture and Food Minister Dimitar Grekov – 20 questions; Regional Development Minister Desislava Terzieva – 18; Transport, Information Technologies and Communications Minister Danail Papazov - 12 questions. The Ministers of Environment and Waters, Health Care, Education and Science and the Minister of Culture have also answered questions of lawmakers.

In the said period deliberations were held relating to the enquiry of Kornelia Ninova addressed to the Minister of Labor and Social Policy Hassan Ademov conserning the implementation of Operational Program “Human Resources Development”. The proposal to hold discussion in the plenary, together with the draft decision was submitted by 62 national representatives from the parliamentary groups of Coalition for Bulgaria and Movement for Rights and Freedoms. The discussion was held on 19 July 2013.
