The Speaker of the National Assembly, Mihail Mikov, is convening an extraordinary sitting of the National Assembly at 10 am, Friday, August 30th, 2013. The agenda foresees revision of the Law on amendment and supplement of the 2013 State Budget Act of the Republic of Bulgaria. On account of the imposed by President Rosen Plevneliev veto on the updated by the National Assembly 2013 Budget, Mihail Mikov made the following statement:

“Two days ago I declared that I would not use the power provided to me under art. 78, para 1 of the Constitution to convene the National Assembly because I was hopeful that all state institutions would be up to the role entrusted to them by the Constitution and the confidence given to them by society.

Today though the President has sent back to parliament the Law on amendment and supplement of the 2013 State Budget Act of the Republic of Bulgaria.

I got acquainted with the prime minister’s stance that it would be useful to hold again a public discussion with the interested parties, on the issues of their concern.

Weighing up the arguments pointed out by the President and the Prime Minister, and the interest of the Bulgarian society, as well as taking into account the propensities of most political parties and parliamentary groups, I consider it necessary that members of the parliament get to know the opinion of the President of Bulgaria and assess for themselves the justification of his arguments and reasoning.

In view of the above I urge the national representatives and the parliamentary groups to prepare, in the coming weeks, their positions on the law for the renewed debate.

On the grounds of art. 78, para 1 of the Constitution, I convene a sitting of the National Assembly on August 30th, 2013, Friday, at 10 o’clock with the following agenda: New discussion of the Law on amendment and supplement of the State Budget Act of the Republic of Bulgaria for 2013.”
