The stand of the Public Council to the Temporary Committee on the Draft Election Code was presented at the sitting of the committee held on 26 September 2013.
The vice-president of the Public Council, Vladimir Brezoev, informed the members of the committee that the public council had recommended changes to be made in the draft in order to open the door for creating of election districts and sections abroad. The members of the Public Council insist on the establishment of election Register where citizens could register new home addresses if such need arises. They also insist on the introduction of mandatory preferences for election of candidates.
The Public Council proposes the initiation of discussion in the parliament on amendments to the Constitution concerning the election procedures.
The chairwoman of the Temporary Commission on the Draft Election Code, Maya Manolova, stressed the opinions expressed by the members of the Public Council were useful and interesting. She added the experts of the commission will do their best to include in the election code those proposals as alternatives to the already drafted ones. She noted that proposals on the borderline of the Constitution or such that contradict it right away will not be included in the draft election code. She also noted that according to the time frame set by the parliament for adoption of the election code even if there was consensus for amendments to the Basic Law it could not happen. Maya Manolova expressed hope that on its next sitting the commission will be ready to launch the discussions on the draft of the new election code.
