The statement has been made by PM Plamen Oresharski during the immediate parliamentary control. He explained that the work of the government with the experts of the European Commission on the Partnership Agreement for the next financial programming period continues, stressing that the priorities of the government stand in the development of the country’s human resources, the innovations and the strategy for healthcare. Asked by MP Doncho Mihalevski weather Bulgaria will insist on additional funds for infrastructure development and for agriculture, Plamen Oresharski reiterated the two sectors stand first in the list. The prime minister pointed also that projects in the above sectors could be implemented with own funds of the country, with loans, as well as in cooperation with the European Investment Bank.

He explained the government is planning to decentralize the National Health Insurance Fund and to carry out centralized bids for the expensive drugs. In his words the monopoly of the NHIF is in the roots of the non-payment of the health contributions and the non- efficient use of its funds. Plamen Oresharski stated that all ideas concerning changes in the health care system will be discussed in the National Assembly and with the non-government organizations.

Answering the question of MP Volen Siderov weather there is delay in the development of the gas pipeline project “South Stream” Plamen Oresharski noted that Bulgaria is on its way to overcome the delays. He said Bulgaria is working on granting the different permits required for the construction of the pipeline on Bulgarian territory and thus shorten the delays and added the work on the financial agreements on the project are in their final phase.
