The National Assembly has decided to have extraordinary sitting on 22 October 2013 at 10.00 h. to 17.00h. The proposal was made by the deputy chairman of the parliamentary group of Coalition for Bulgaria, Atanas Merdzhanov.
The agenda is to include first reading of amending bills to the Local Taxes and Fees Act, the Natural Persons Income Tax Act, the Corporate Income Tax Act and the Accounting Act. The lawmakers are expected to debate on possible moratorium on the right of foreigners to own land in Bulgaria as of January 1, 2013. The latter was proposed by members of the Ataka parliamentary group. The agenda foresees also amendments to the Medicinal Products in Human Medicine Act and parliamentary oversight.
At the sitting on 18 October 2013 the lawmakers discussed at first reading amendments to the Local Taxes and Fees Act tabled by the Council of Ministers. Two of the proposed texts have stirred controversy. The first foresees to let free of taxes the acquisition and ownership of the assets of the legally registered in the country religious denominations, the purpose of which is to carry out religious services. The second was about the suggested tax reliefs for vehicles according to ecological standards and greenhouse gas emissions. The proposal is to ease by 30 to 50 percent the taxes depending on the different categories and ecological standards of the vehicles.
