Parliament decides to set up ad-hoc committee for investigation of the cases of indiscriminate appointments and lay- offs, based on party affiliation, among the ranks of the state administration, held during the rule of GERB

The Parliament has decided to set up an ad-hoc committee for investigation of the cases of personnel appointments and lay- offs, based on party affiliation, in the ranks of the state administration, held during the rule of GERB. The period to be checked is from August 2009 to March 2013. Elected to chair the committee was MP Tasko Ermenkov from the Coalition for Bulgaria PG. The membership of the committee has been set on parity principle and comprises 2 deputies from each parliamentary group.

Amendments to the Municipal Property Ownership Act shorten the period in which an act of appropriation could be appealed from 14 to 7 days. The court is obliged to set the date of hearing in no more than 10 days since the date of receiving the appeal. The changes in the law aim at speeding up the process of construction of important, strategic, transport infrastructure projects financed with European funds, preserving at the same time the rights of the land owners. The amendments envisage that acts of appropriation will no longer be communicated to the owners through the State Gazette but according to the procedures of the Administrative Procedure Code. The appeal concerning the amount of compensation will halt the execution of the appropriation procedures until the final ruling of the court. The amount of compensation ruled by the court will be considered final, in respect to appeals relating to compensations, and the appropriation act will take effect after the money were delivered to the owner’s bank account.
