The election of people’s representatives in the next parliament is to be held according to a proportional system with ballots of parties, coalitions and initiative committees, registered in multi-mandate constituencies. The provision was passed at the second reading of the Election Code bill.

Every party or coalition will provide the voter with a separate list of its nominees, from which the voter can pick up one candidate that he/she prefers allowing for rearrangement of the order in which the party candidates are listed.

The PG of PP GERB have proposed introduction of mixed electoral system – containing both proportional and preferential elements, but the proposal was rejected. The National Assembly’s vice-chair, Maya Manolova, said she had voted against the proposal explaining that it was exactly the PP GERB which had previously abolished the majority voting.

The ATAKA MP Pavel Shopov said he was also against the majority system of voting which in his words is “one big lie and speculation”. In his view the majority voting is more appropriate in mayoral and presidential elections.

In the opposite, the opinion of PP GERB was that the proportional voting allows everything to be decided at party meetings and through the parties’ coffers.
