The provision has passed at second reading of the Election Code bill. The preference for a particular candidate will be valid if the candidate has been chosen by not less than 5% of all the votes given to the party or coalition in question.
The lawmakers have decided to delete from the lists of voters the names of those whose present address, at the moment when electoral lists are dressed, is not in a member - country of the European Union. The voter could be added to the lists again on his/her request by the local electoral commission at the day of the election. The voter would be asked to show his identity documents, a certificate issued by the mayor or his deputy. In addition the voter should submit declaration that he/she had lived in the last 3 months in Bulgaria or in another EU member country, where he/she had not voted for MEPs so far and will not vote for MEPs in another member - country where current elections for MEPs are taking place. The National Assembly has decided the number of people needed to fill in the petitions for registration of independent candidates for MEP should not be lower than 2500 persons.
The parliament has also adopted that right to vote in local elections has every Bulgarian citizen, older than 18 years, not under judicial disability or in prison, who has resided in the particular locality in the last six months. Right to vote in local elections have also foreign nationals, citizens of EU member- countries, older than 18 years, not under judicial disability or in prison, who have resided in the particular locality in the last six months and have not been restricted to vote in their former country of residence.
The right to be elected in local elections as mayor or municipal councilor has every Bulgarian citizen, older than 18 years, not under judicial disability or in prison who has resided in the particular locality in the last six months.
A foreign national, citizen of a EU member country, could be elected as municipal councilor if he/she is older than 18 years, not under judicial disability or in prison, who has resided in the particular locality in the last six months, bears long term or permanent residence permit and is not banned from election in his/her former country of residence.
