The regulatory regime for entry in a registry of entities carrying out installation, maintenance, repair and equipment modification works at energy sites has been removed by the Parliament in adopting amendments to the Renewable Energy Act. The bill is in implementation of the second package of measures of the Council of Ministers to reduce the regulatory burden. So far, the regulatory regime has posed requirements to individuals who perform the above activities in relation to facilities at energy sites with a capacity of up to 200 kW, while the same activities related to equipment at energy sites of higher power remain outside the scope of the procedure and can be freely performed. By their nature, the activities related to installation, maintenance, repair and equipment modification at energy sites do not characterize by high-risk presence; safety is ensured by the requirement for possession of specific professional qualifications, specified the bill importer. The amendments also change the Energy Efficiency Act. They will reduce the number of documents required upon applying for entry into the public records of the Sustainable Energy Development Agency (SEDA) of the persons carrying out energy efficiency audits, building certification, compliance assessment of investment projects and assessments for energy savings, as well as persons performing energy efficiency audits of industrial systems, whereas the verification of compliance with the requirements of the law will be done automatically based on data available at SEDA.
Candidates for civil servants at the National Audit Office (NAO) have either to have a certificate of auditor or to pass a special exam for conducting auditing activities. MPs voted on the second reading of the texts of the new National Audit Office Act. Candidates for auditors with NAO are required to have a master's degree and three years' professional experience. The appointment shall be subject to competition.
The positions at the Audit Office are: auditor, senior auditor first degree, senior auditor second degree, chief auditor and head of the structural unit in the audit department. Trainee-auditors may be appointed after a competition. For them there is also a requirement to hold a master's degree. Trainees assist the audit activities. During the discussion, Georgi Kadiev (CfB) stated that the requirement for a certificate, whether international, issued by the Ministry of Finance or by NAO is similar to the requirement for a driver's license when hiring a driver. It was decided that the staff of NAO shall have the right to representative attire annually, with funds provided by the budget of the Audit Office. The lawmakers also voted that the cost and type of attire shall be determined by NAO each year.
