In the framework of the regular blitz control at the National Assembly, Prime Minister Oresharski replied to questions by MPs. VAT refunds on time, reducing the administrative burdens and promoting access to credit resources are among the measures undertaken by the Government to foster the economic development, he said.

Plamen Oresharski went on to say that one of the measures is aimed to restore the regularity of VAT refunds, which has been seriously compromised over the recent years. Last year we managed to catch up and 2014 is the first out of the past 5-6 years which the firms started with fully recovered VAT in due time, the Prime Minister said. He added that this policy has continued in the first three months of the year. We do not use this tool to manipulate the closing balances of the budget, Oresharski said.

He noted that the government is focused on administrative burden ease and reduction, as well as on application of new tools to facilitate investment. One such tool is aimed at promoting the access of SMEs to credit resources, noted further Oresharski. He pointed out that the government relies on the Development Bank and although with some delay, there are new products in place aimed at startup and export businesses.
