Bulgarian parliamentary delegation led by the head of the Foreign Policy Committee, Mrs Dzhema Grozdanova, took part in the EU Inter-Parliamentary Conference for the Common Foreign and Security Policy held on 4-6 September, 2015 in Luxemburg. In consideration of the growing threats of extremism and radicalization the conference has decided at the end to set up new strategy in regards to the EU Common Foreign and Security Policy.

The participants in the Conference have agreed that the fight against terrorism and hybrid threats requires a common response on the part of the EU members in close cooperation with NATO, the United Nations, OSCE, the Council of Europe and the African Union, as well as in dialogue with the EU other important international partners.

The participants debated on the trend of differentiation of the EU south and east dimension and the need to closely relate the European Neighborhood Policy with other instruments and activities such as the migration and the management of EU borders.

The EU High Representative for Foreign Affairs and Security, Federica Mogherini, stressed in her speech that the main reasons for the migration flows at present were the conflicts in Syria and Libya and that the basic ways to prevent it was the fight against contraband and human trafficking. The parliamentarians called on the European Foreign Affairs Office to initiate a dialogue with the countries of the Western Balkans and those outside of the EU aimed at lowering the flow of illegal migrants who do not meet the requirements for asylum status.
 
The Bulgarian delegation took part in the group drawing amendments in the policies related to the migration processes occurring via the Western Balkans.

The Conference was attended by parliamentary delegations of all EU member states, as well as by a delegation of the European Parliament. In the presence of the EU High Representative for Foreign and Security Policy, Federica Mogherini, the participants have discussed various EU Common Foreign Policy, Security and Defense strategies.
