The amendments to the Civil Procedure Code are expected to pass second reading at the National Assembly by the end of October, said Danail Kirilov, Chair of the parliamentary Legal Affairs Committee, at the end of the two-day scientific and practical conference entitled “Legal Issues in the Implementation of the Civil Procedure Code: Possible Solutions”. The event was organised by the Supreme Bar Council and held under the auspices of the parliamentary Legal Affairs Committee.

Many of the amendments to the Civil Procedure Code, discussed at the National Assembly, were supported by the participants in the discussion, while others were given justified opinions, which will be taken into account at the debate on the amendments on the second reading in the Committee and the Plenary Hall, said Danail Kirilov. He emphasised that the conference organisation is one of the first steps the 44th National Assembly is making towards expanding the dialogue on legal matters not only in the field of public debate, but also the specialised scientific and practical research. This is principle that the Legal Affairs Committee and the leadership of the Parliament will try to establish in their work, added Danail Kirilov.

In the past two days we have had an extremely successful, constructive and productive conference in the field of the civil procedure science, said Danail Kirilov. The participants did a detailed analysis of the issues in the ten-year implementation of the current Civil Procedure Code and outlined possible solutions, he added. Some of them are related to the four Bills to amend the Code, adopted by the National Assembly on first reading, while others are focused on the subsequent fundamental changes in some of the procedures and the Code in general, explained the Chair of the parliamentary Legal Affairs Committee.

We heard very well prepared papers on different issues, in-depth and focused, trying to reach effective solutions, said Danail Kirilov. He thanked the organisers and acknowledged the huge contribution of the participants from the academia, the courts and the Supreme Bar Council. The papers, proposals and a shorthand report of the debates will be published after the conference, added the Chair of the Legal Affairs Committee.

On the second day of the conference the participants discussed issues related to the application of interim measures, ordinance proceedings, enforcement proceedings and other types of proceedings. Sylvia Spasova, a lawyer and lecturer at Sofia University St Kliment Ohridski, delivered a paper on the application of interim measures, Albena Boteva, judge at Sofia District Court, and Peter Teodosiev, judge at Sofia City Court, spoke on ordinance proceedings, and Borislav Belazelkov, judge at the Supreme Court of Cassation, discussed enforcement proceedings. Associate Professor Dr Boryana Museva, lecturer at Sofia University, delivered a presentation on civil procedures under EU law.
