The Parliament has adopted amendments to the Electronic Document and Electronic Signature Act on second reading. The title of the act has been changed to Electronic Document and Electronic Certification Services Act.
The amendments are primarily related to the introduction of provisions under a EU regulation which stipulates that the devices for generating qualified electronic signatures and qualified electronic stamps shall be subject to certification. The national accreditation authority, the Bulgarian Accreditation Service Executive Agency shall determine the certifying organisations.
The Communications Regulations Commission (CRC) will be the national supervisory authority which will implement the powers under the Regulation. CRC will also grant and revoke the qualified status of certification services providers.
