The Committee on Legal Affairs will vote the amendments to the Health Act related to the expiry of the state of emergency in the country on 13 May at second reading. The bill will be discussed at second reading by the National Assembly at an extraordinary meeting on 12 May 2020.

The Ministers of Health, Justice, and Tourism – Kiril Ananiev, Danail Kirilov, and Nikolina Angelkova – attended the discussion of the provisions of the parliamentary legal committee.

The bill stipulates that the Minister of Health will be able to declare an emergency epidemic situation, ban foreigners from entering Bulgaria, restrict the movement of people into the country, and close facilities. The amendments provide that temporary anti-epidemic measures may be introduced both nationwide and in individual regions.

The amendments describe options for mandatory isolation and hospital treatment. The time limits for the socio-economic, financial, and health measures will be more specific.

The provisions of the bill stipulate that as of May 14th, the suspended deadlines on cases begin to run.
