The aviation operator “Aviation Detachment” 28, operating special-purpose flights, is renamed to “State Aviation Operator”. This happened with the accepted on the first reading of the Draft Bill for Amendment and Supplement to the Civil Aviation Act.
The report of the relevant Transport Committee states that the draft bill also includes texts regulating the renaming of the assets, liabilities, archives and other rights and obligations of “Aviation Detachment” 28.
The adopted texts amend and supplement the provisions on aviation safety and aviation security related to the implementation of European regulations and designate the Directorate-General “Civil Aviation Administration” as the competent authority for the implementation of those requirements. According to the presenter - the Council of Ministers, this will eliminate the non-compliance that has given rise to the launch of a criminal procedure for violation of European regulations.
The changes also regulate the conditions of operation of unmanned aircraft, the report of the Transport Committee says. Unmanned aircraft systems (UASs), in addition to those with a maximum take-off weight of less than 20 kg and operated solely for sports or recreational purposes, are intended to have third-party liability insurance as well as operator registration.
The voted regulatory changes introduce a new classification of airports. They allow some small airports, which are currently airfields, if they have the appropriate equipment and comply with regulatory requirements, to operate international flights from general aviation, the Committee's report said.
