Doctors and dentists who are directors or managers of medical establishments - public enterprises within the meaning of the Law on Public Enterprises can now exercise their profession, the Parliament finally decided with the second reading amendments to the Law on Medical Institutions. Until now, under the Public Enterprises Act (PEA) an exception has been allowed for directors of medical establishments, practising teaching activities.

With the amendments presented by Dr. Daniela Daritkova, Chairman of GERB Parliamentary Group, the final provisions of the Law on Medical Institutions also change texts in the Public Enterprises Act (PEA), adding to the exceptions doctors and dentists within the meaning of the Law on Medical Institutions.

After nearly an hour of discussion, the members of the parliament voted at first and immediately thereafter on a proposal from the presenter also at second reading the bill in question.

According to the presenter, the change is necessary as doctors and dentists who are directors or managers of medical establishments - public enterprises - are now prevented from exercising their profession, which would lead to a restriction of access to medical care for citizens, especially in smaller settlements.

During the discussion, the Parliamentary Group “BSP for Bulgaria” and the Parliamentary Group “DPS” reproached the government for adopting legislation based on the principle of “trial and error”. The ruling majority from the Parliamentary Group of GERB and the Parliamentary Group “United Patriots” announced that the requirement for amendments to the Law on Public Enterprises was adopted at the end of 2019 and was set as an imperative for the admission of our country in the “waiting room of the Eurozone”.
