The Parliament imposed a moratorium on certain actions by state authorities until the election of a new Council of Ministers or the appointment of a caretaker government. The decision was taken unanimously by 151 votes in favour. GERB-SDS did not participate in the vote because they believe the decision is unconstitutional.
MPs imposed a moratorium on the award of concessions, including the setting of a concession fee and the granting of permits for seeking and exploring underground natural resources. The ban also includes taking over and granting of state loans within the meaning of the State Debt Act, as well as making changes in the staff of the management and control bodies of state public enterprises, of state hospital institutions and of other companies with more than 50 percent state participation in the capital, as well as the election or appointment of new management or control bodies.
The moratorium also affects the execution of disposition transactions of real estate and movable property, including state medical institutions for hospital care, the selection or appointment of persons holding senior public positions within the meaning of the Anti-Corruption and Confiscation of Illegally Acquired Property Act, and appointments in the state administration.
The two draft decisions submitted by Korneliya Ninova (BSP for Bulgaria) and Maya Manolova (Rise up! Thugs out! ) were united into one.
