Without the presence of parliaments international relations would be blocked by the views of a limited number of politicians, Tsetska Tsacheva stated in her speech at the Third World Meeting of Speakers of Parliament

The presence of parliaments at the international arena is an element, in the absence of which international relations would be easily blocked by the views of a few politicians, said the Chair of the Bulgarian National Assembly Tsetska Tsacheva in her address to the Third World Meeting of Speakers of Parliament. The forum, held from 19 to 21 July 2010 in Geneva, was opened by the Secretary General of the United Nations Ban Ki-moon.

The President of the Bulgarian Parliament delivered a presentaion entitled "Parliaments at the international stage”. Tsetska Tsacheva noted that parliaments remove the feeling of division and inequality between the developed and the economically less advanced countries. According to Tsetska Tsacheva the best example could be given with the General Assembly of the UN, where each state has one voice. She added that the future of international relations and their "humanization" belongs to the active involvement of parliaments.

The issues presented in the reports at the Conference dealt with How parliaments organize their work with the United Nations and with Meeting the Millennium Development Goals. There were presentations on the topics: Building global standards for Democratic Parliaments and Strengthening the Inter-Parliamentary Union and its Relations with the United Nations.

The participants in the global summit discussed also: Parliaments in a world of crisis: securing global democratic accountability for the common good, Countdown to 2015: How to honoring its promise of collective Millennium Development and Strengthening trust between people and parliaments.
The delegates at the 3rd World Conference of Speakers of Parliament in Geneva adopted a final Declaration.
